  • ” I’ve learned the voters will be voting on almost $ 6,000,000 of School Budget in two separate warrant articles. AND….if passed the budget cannot be reduced for three years. Or, as the School Board annually harps on, those numbers are “ out of their control” and the voters control for years once the voters approve the contracts.
    In other words….approve the contracts this year and nothing to think about for the next three years. It’s out of everyone’s hands!”
  • “I’ve learned that the Master Agreement for Henniker teachers includes language which provides for stipends to be paid to teachers for 26 quasi-administrative positions, totaling $23, 800 excluding retirement payments to the State. A list of these positions can be found on page 33 of the proposed Master Agreement ( 2019-2022)…”
  • “I’ve learned that the “ early retirement” language in the Henniker teachers contract Master Agreement provides for a bonus check to teachers who retire with more than 10 years of service in the district. I’ve also learned that that bonus check can potentially exceed $43,000.”
  • “I have learned that the process of determining what are the appropriate levels of funding to provide for the “common good” is very often dependent on what seat you occupy…”
  • “I have learned that some budgets and collective bargaining agreements are brought forth to the body politic by elected governing boards who are unaware of what is in the documents…”
  • “I have learned that sometimes direct question that are germaine coming from the audience are often either not answered or obfuscated by a lengthy dissertation ending nowhere…”
  • “I have learned that ardent supporters of the Town budget blame the School Budget for the excessive tax burden. Conversely, I have learned that the ardent supporters of the School Budget blame the Town budget. Of course, as previously mentioned, there is general consensus that the State is to blame…”
  • “I have learned that the majority of time spent at these meetings is focused on past mistakes and current financial consternation…”

Utter madness! Osgood disregards promises to tax payers..thinks Azalea Park should get $10,00 now and $750,000…

Apparently, Mr. Osgood is not concerned about having the 8th highest tax rate in the state…a below state average Median Household Income. He must be content      with delaying and deferring infrastructure repair and replacements projects.

Why else would he put forth such a absurd warrant article calling for the town to start funding the Azalea park project and say he believes that we should fund to $775,000?

Thank goodness….Select-board members, Tia Hooper and Kris Blomback pointed out that property tax payers were promised that Azalea Park Project was not to use property tax $$$ (totally funded through donations and fund raising) and voted NO to Mr. Osgood’s absurd spending request!

The infrastructure in this town need a lot of work. The School District Budget  is out of control. Two Contracts if approved will increase that budget over the next three years a minimum of 6%. Which means a budget total of $8,4000,00 by 2022.

And the Town’s Operating Budget is looking at a 10% increase….can your family budget afford all of this?

NH Senate Bill SB 196…Changes the requirements for school districts policies regarding non-academic surveys or questionnaires on YOUR CHILDREN. Protect your right to CONSENT & PRIVACY!

Your family’s Right-to-Privacy should not be infringed upon by any branch of government.

The NH Senate Education Committee will meet on Tuesday 1/29 at 10:15 am, the  Legislative Office Building room 103 Concord, NH.

In our legal system, and in the State of New Hampshire, the standard policy imposed on all Industries requires “opt in” consent .

There is no justification to carve out a special standard for schools when it comes to the issue of parental rights and privacy!

If SB 192 is passed, parents will be required to opt out of these surveys. Parents from across the state have advised School Board officials that they never received notification about some of the surveys already being conducted.

When testing is conducted as a routine educational, institutional, or organizational activity, informed consent should never be implied…it should be manditory!

Full disclosure and consent of the evaluation including the  purpose of the evaluation should be obtained prior to any such evaluation…especially when minor children are involved.

Is Henniker’s moral compass broken?

All of us have invested heavily in our lives here in Henniker. We plan out our lives and we carry out those tasks necessary to create our wealth.

Personally, I set aside a portion of that wealth so I can pay my tithe to the social contract that makes up our town. I work very hard to meet the obligations that my neighbors expect from me.

Yet, there are advocates for increased spending among us, who fail to pay the very taxes created by the spending levels they support! That is pure insanity!

A quick check of the Town’s ~$700,000 unpaid tax report dated October 27, 2018, finds several advocates owing ~$100,000 in property tax.

OHB finds this to be immoral and appalling! Non of us expects the hard earned wealth we have created for ourselves to be used to pay for someone else’s folly!

And if folks cannot pay their property tax now…why would anyone even consider raising them?

Of course if you have no intention on paying your taxes in the first place…why not?

In fact how many voters have actually seen or read the Collective Bargaining Agreements you are being asked to vote on?

Just vote NO to all budget increases, school or town operating budgets!

Vote NO to both the teacher and support staff contracts!

And make the boards go back and get us tax payers a better deal!

Fact is, we voters are being asked to approve a THREE YEAR  Teacher and Support Staff contract!

There will be no turning back if you encumber the funds for those contracts…So the Wise Old Owl says..give a hoot and Just say NO!

Budget Madness! Wise Old Yankee Owl Came A Calling…..Part 1

During Sunday’s snow storm, I was sitting in front of the roaring fire…nodding off to the wonderful warmth provided by the burning hardwoods… when suddenly my computer dinged in a message.

It was the Wise Old Yankee Owl came a calling…and this is what the Owl taught me….

  • you shall learn my son that, ” that when a large group of individuals try to decide whether to buy a Cadillac or a Kia the concept of buying a Ford rarely ever gets discussed.
  • you shall learn my son  that, “a vote of less than 5% of the registered voters in town represents the “ will of the people”.
  • you shall learn my son that, “some folks speak with great persuasiveness on topics discussed at the meeting and the audience has less than one hour to fact check.”
  • you shall learn my son that, “the vast majority of money spent on both our town and our schools are dedicated to contractual agreements with employees. And, the terms and conditions of those contractual obligations are rarely spoken of in detail at Annual Meetings.”

Henniker Community School Budget Tops $8 million…Cost Per Student Hits Record High $20,000!

hcs cost 2019-2020 (copy)Two years ago I advised everyone who attended the School District’s Annual Meeting that we should just increase the budget’s warrant article to $8 M and begin managing our dollars better.

It was clear then…Tax payers were stunned at paying that much money for a rather mediocre performing school in a state where the average education is rather…MEDIOCRE.

The private elementary school average is $8,511 per year and the private high school average is $27,319 per year.

The people in the room were aghast! The letters I received (all anonymous of course) were numerous. At least I was scolded for being an alarmist. At worst I was told to leave and never return for scaring the hell out of the residents.

Well what was unthinkable in the past has now arrived…and guess what YOU DO NOT HAVE A CHOICE. Pay up folks and expect an increase next year…and the year after that, and the year after that.

The School Board clearly does not know how to manage money… With the amount of unpaid Property Taxes topping out at over $1M and unfunded road and sewer repair and replacement estimates nearing $15M, hard to imagine prudent financial managers recommending these types of increases.
